It may be - I think the problem is that the samples seem to be for Window 8.1, and most are for Windows Store Apps - so getting a handle on the APIs and trying to work out how to receive notifications is not as straight forward as I had hoped. Also from what I can tell, none of the samples demonstrate what I want to do either.

I will have to investigate the APIs some more,
