This should give yet another tool to control the RateLimits when executing recursive queries.

- Added a Query Identifier so that a user can relate the QueryBefore and QueryAfter events
- QueryBefore now has a Cancel property. When set to true, the RateLimitAwaiter won't wait for credentials. Also the query won't be performed. As a result the QueryAfterExecute event won't be raised.
